国际竞赛优胜单位评审结果公告

为从更高标准、更高起点谋划汕头站客运枢纽及周边地区建设，将其建设成为集中展现汕头城市重要景观形象和现代城市风貌的展示区，成为粤东区域中心城市的形象代表,从2019年9月5日起,汕头市自然资源局按照市委、市政府的部署要求牵头组织开展汕头站客运枢纽及周边地区城市设计国际竞赛。

本次竞赛分为两个设计层次。一是整体城市设计范围，北至长江路、南至海岸线、东至外砂河、西至黄山路，总用地面积47平方公里，包含珠港新城东片、东海岸新城新津片区和新溪片区。二是枢纽片区重点城市设计范围，即汕头站及周边区域，北至长江路、南至金砂东路、东至新津河、西至黄山路，总用地面积3.1平方公里。

本次城市设计国际竞赛活动通过国内媒体及信息平台公开发布，公平接受国内外具有规划与城市设计经验和相应设计资质的设计单位（或联合体）报名，由竞赛委员会成立专家评审委员会，从报名参赛的37家设计单位（或联合体）中筛选出综合实力较强的6家设计单位（或联合体）参加竞赛。

2019年12月16日至12月17日，来自北京、广州、深圳等城市的城市设计、交通、产业、生态、景观、建筑等领域的9名专家组成本次竞赛专家评审组，在汕头迎宾馆对参赛单位提交的设计方案进行集中评审。评审专家在实地踏勘，观看参赛方案多媒体、实体模型和展板，审阅方案文本等设计成果，并对参赛方案进行充分评估和讨论的基础上，通过3轮记名投票方式评选出以下3个优胜方案（排名不分先后）：

方案2 ：深圳市城市规划设计研究院有限公司和楷亚锐衡设计规划咨询（上海）有限公司联合体

方案3 ：OBERMEYER Planen + Beraten GmbH（欧博迈亚设计咨询有限公司）

方案5 ：广州市设计院、阿海普建筑设计咨询（北京）有限公司和广州市交通规划研究院联合体

Announcement of Winning Proposals of International Competition for the Urban Design of Shantou Station Passenger Terminal and Surrounding Area

The International Competition for the Urban Design of Shantou Station Passenger Terminal and Surrounding Area aims to develop the Project with higher standards, and make it an epitome of Shantou’s key modern cityscape and a representative of its image as a central city in east Guangdong. It was launched on Sept. 5 by Shantou Municipal Natural Resources Bureau in response to the deployment of the municipal Party committee and the municipal government.

The design scope involves two levels, namely the overall urban design scope and key urban design scope of the terminal area .Overall urban design scope: defined by Chang Jiang Lu on the north, coastline on the south, Waisha River on the east and Huang Shan Lu on the west, covering a land of 47km² (including the East Area of Zhugang New Town, Xinjin Area and Xinxi Area of East Coast New Town).Key urban design scope of the terminal area: Shantou Station and surrounding area, i.e., the area defined by Chang Jiang Lu on the north, Jin Sha Dong Lu on the south, Xinjin River on the east, and Huang Shan Lu on the west, covering a land area of 3.1 km².

The competition information was released on domestic media and information platform to call for the participation of planning and urban design practices (consortia) with corresponding license at home and abroad. The Evaluation Committee set up by the Competition Committee has selected six teams with higher comprehensive strength from the 37 competitors.

The Evaluation Committee is composed of nine experts from Beijing, Shanghai and Shenzhen, specializing in urban design, transportation, industry, ecology, landscape, and architecture respectively. They evaluated all the design proposals at Shantou Guesthouse during Dec. 16 and 17, 2019. Based on site visit and in-depth discussions about the proposals in terms of multimedia documents, physical models, display boards and design brochures, they have selected the following three winners after three rounds of open votes (in no particular order):
